These CFL lamps must be replaced like for like wattage. If you have a 10w lamp in your fitting it must be replaced with a 10w lamp. You can not reduce or increase the wattage due to the ballast running the fitting. You must also match the pin configuration, so if your lamp has 4 pins then it must be replaced with the same.
